#312 Post-Python 3: Recognized Domain Edit filer may error out

The Recognized Domain Edit filer will error out if the submission in question doesn't have "EditRecognizedDomain" defined. The "if" logic will skip the line which assigns value to the variable "Record", but the "print ISFDBLink" command right after the "if" block will try to reference "Record", causing a Python error. The if condition should never fail since "EditRecognizedDomain" is a required field in submission records, so we probably simply need to remove the "if" clause.
