Romanization is only one type of transliteration. An example of another is cyrillization. Also transliteration should be compared with transcription. Transliteration tries to preserve characters. Transcription tries to approximate pronunciations.
We would need rules on the romanization system (or other transliteration/transcription systems) used from each source language to make this effective.
