#1331 Allow adding magazine/fanzine issues to EDITOR titles

Allow adding magazine/fanzine issues to EDITOR titles. At this time you can only add publication records to 'NOVEL', 'COLLECTION', 'OMNIBUS', 'ANTHOLOGY', 'CHAPBOOK' and 'NONFICTION' titles.

Note that the requested functionality will require that the "title" field be active in the edit form. Also, the "Pub Type" field will need to be a drop-down list with two possible values: "MAGAZINE" and "FANZINE".

I am not sure we have other "container" title types but this should apply to all such. I just noticed the EDITOR container title type did not allow such (and I know it used to eons ago and I finally got around to characterizing the issue which resulted in this FR).
