I like the idea of converting/renaming the existing "Moderator Note" to "Edit Summary" or "Submission Note" (another alternative might be "Editor Note" since the editor creates and submits the note with the rest of the submission) as they can be read and be useful for more than just moderation puposes.

I like the idea of renaming and generalizing the existing "Rejection Reason". I recommend renaming it something like "Status Note" or "Moderator Note" (since it is created by the moderator; yes, such a change might be confusing at first). It could then serve the purpose of denoting why the submission has a certain status, be it rejection, approval, held, or even ready/waiting if it gets returned to that state after having been in another, etc. Since we have hirotically had a "Moderator Note" it might be better to avoid that. Besides, the note can be generalized beyond even the moderator if we consider automatic status changes like "forced rejection", "errored out", and we could even automatically place something in the field upon "initial submission" allowing someone to distinguish between an initial pending submission and one that was returned to pending by a moderator (that would put something into this note/field to designate the reason for the return to pending from some other state like held or maybe we even allow moderators to undo submission rejections in case they accidently reject something or understand it better later in light some circumstance, etc.)
