#1056 Change label of 'Pub format' to 'Binding'

At present pl.cgi has a field named "Binding: (pb|hc|tp|etc)" while editpub.cgi uses "Pub Format:" for the same field. I suspect the term "Binding" is more recognized by people visiting the site. Please update editpub.cgi to use "Binding:"

There's also "Type" on pl.cgi and "Pub Type" on editpub.cgi. (Note: In this case the discrepancy is probably legitimate because we want to differentiate between Publication Type and Title Type on edit pages.)
