At present there are five publications that include a double quote '"' in the tag. There are two known display issues with these.
1) title.cgi - From a title record the link to that publication is truncated at the '"' and the user then sees a "pl.cgi: No such publication tag exists." error or perhaps the wrong publication. An example is http://www.isfdb.org/cgi-bin/title.cgi?154627
2) publisheryear.cgi - The same happens in the publisher search results. An example is http://www.isfdb.org/cgi-bin/publisheryear.cgi?3923+2004
For testing - the five publications are
* http://www.isfdb.org/cgi-bin/pl.cgi?%22NCMRWTHFL2002
* http://www.isfdb.org/cgi-bin/pl.cgi?%22THHNTNGFW1992
* http://www.isfdb.org/cgi-bin/pl.cgi?STRTRK%22WHR1994
* http://www.isfdb.org/cgi-bin/pl.cgi?NTBMB%22SFRS2004
* http://www.isfdb.org/cgi-bin/pl.cgi?VLTNND%22THS2004
All of these have double quotes as part of the publication title which the pub-key generator then included in the pub-key.

It seems none of the links mentioned in the details exists. Is this still an issues? Either way I hope to purge pub_tag usage and then perhaps this will become a moot point.
No longer able to recreate and publication tags are now deprecated. Closing the ticket.
