#5 irsteup doesn't learn dish remote

The current versions of irsetup fail to capture the
correct commands of the dish network remote controls.
They appear to recognize freq and bit rate (57K, 140-
200). When learning the remote numbers most characters
learned are the same sequence.

The renders the ir200 and irtuner unusable with the
dish network satellite receivers for the purposes of
remote tuning via irtuner.
