OK. Without a topology ipvsman will not start. You must ipvsman teach in 
what world it lives.
E.g. wich servervices, timeouts, checks etc are needed.

You can use the topology.cfg.sample file included in the package to
have a working system. Then ajust the topology.cfg to your needs.
