#14 Link IPs across customers

Right now it is only possible to link IP addresses
between the subnets that belong to the same customer.
We have a situation where we have multiple IPSs with
the public subnets each defined as a separate customer
and we need to link IPs from our internal subnets
(defined as a customer too).
