#220 Can't use -c with %<dev>

No

We have a multicast environment that we want to test. We use iPerf 2.0.13 on Windows (Server 2019) and Linux (Ubuntu 20.04).

The first problem is that with -c, we can't make the %dev work.
On Linux, we get: "error: Name or service not known" no matter what "dev" name we try.
On Windows, we get "error: No such host is known."
Looking at the "Binding" note on the man page (https://iperf2.sourceforge.io/iperf-manpage.html), it says that we can use "-c <host>%<dev>" so we are lost here.</dev></host>

I've compiled latest on an Ubuntu 20.04 and in this version the -c accepts the %, but it doesn't seems to be working because whatever you write after the % gets printed, even nonexistent devs. Also traffic doesn't seems to be going on the desired interface.
