#830 Traffic shaping QoS DL speed issue

Hi!

I'm configuring IPCop Traffic Shaping to optimize and control bandwidth usage on my network (15Mbps down; 2.2Mbps up).

Using IPCop as gateway with traffic shaping OFF, i get full down and up speed
but if i enable traffic shaping i get about 2Mbps down and 2Mbps up while nobody else is connected. Also ping increases with traffic shaping.

I've doublechecked traffic shaping speed settings:
Downlink speed (kbit/sec): 15000
Uplink speed (kbit/sec): 2000

CPU, memory and hard disk from graphs have avg load near zero always.

IPCop v2.1.8
VirtualBox 5.1.28
