This patch enables ipcheck to function under Cygwin
Python by "piggybacking" on the Win32 specific code
sections.

Note that I have only tested the SMC code path. Hence,
the "interface ip detection for localip" hunk is untested.
However, I assume that this hunk should be OK.

Additionally, note that I would have generated a diff
against CVS, but ipcheck's CVS doesn't seem to be
set up correctly ...
