#14 upgrade watch characters
The "watch" characters optionally printed by the ION subsystems were originally intended only as a debugging resource for use by developers, so the implementation is very primitive: whenever a significant event occurs, a corresponding single "watch" character is simply printed to standard output. However, it has been remarked that temporarily turning on watch characters can be helpful to operators as well, serving as a simple and low-bandwidth mechanism for debugging network operations, even when no new code is being developed. To improve the utility of the "watch" system, it would be helpful to be able to redirect watch characters is a more flexible way, much as log file messages can be redirected.
