Basically tests have failed for these functions
Could not load a transcoding service was the error reported from matlab

this problem has been localised to one machine and the problem attributed to the installed xerces libraries which might need rebuilding other test to be performed include using valgrind

tests on other machines (e.g. windows and linux (ubuntu) have succeeded
