[Introspector-mingw32] libtiff-mingw32 deb package

now that my linux box is back in operation, I have
finished the static lib debianization of
libtiff-mingw32. 

files are uploaded here:
  http://introspector.sourceforge.net/debian/incoming/

build procedure is identical to that posted for
my earlier deb packages (libxml, pthreads, etc)

Note: the .exe's in the bin package are untested.
