#305 IP Encapsulation Issues

SF ping.ibt trace issues:

Operation 4

a. GRH SGID not properly filled in

b. Qkey endian issue (0x1b0b0000 rather than 0x00001b0b)

c. ARP in Data encapsulation header is 0x00000806
rather than 0x08060000

This was observed with code from mid to late January
and may not be an issue any more.
