What do you mean by extarcting it? It is a Windows Installer Setup file (.MSI). It works only for Windows XP. I could install it. I have attached the screenshots. There is an issue with LIPs. You can not switch between languages as you can do with Multilanguage User Interface (MUI). This is what I guess. I could not figure out a way to switch the UI between Hindi and English.
