[Indic-computing-users] Tamil =unicode?

dear all,

someone mentioned to me that the state govt of tamil nadu does not follow or 
adopt unicode in its efforts and standardization for tamil, and have forked 
with their own encoding?

frankly, i am quite clueless about this, and was taken aback when i heard 
this.

is this true? is not the state govt of tamil nadu a part of the unicode 
consortium?

also, apart from unicode, is there a strong, competing standard for encoding 
for tamil that exists out there?
