1991 data.
%age of people whose mother tongue is English - 0.021%, 1,78,598.

English as second and third language among speakers of scheduled languages - 
3.15% - 2,54,40,188

Note:
1. This is 1991 data, couldn't find 2001 data.
2. The percentages are for people who can _speak_ English, so, they may not
even know "abcd".
3. The literacy figures are available statewise and for the nation, but they
don't tell you which languages the people are literate in.
