The problem is with the older version of ttmkfdir utility. The utility is not able to recognize iso10646 (or Unicode) encoding properly. Go into the directory where raghu font has been installed. Look for the files: fonts.scale, fonts.dir, and fonts.alias files. Edit each file one by one and change the encoding name (last two fields) in XLFD name of the font to iso10646-1. For example, if last two fields in the name appears as ISCII-DEV r iso8859-1 then replace it by iso10646-1. Also, Netscape 4.x series is not able to correctly process all Unicode characters.
