You need to setup font from KDE control centre:
Go to
kcontrol -> Look&Feel -> Fonts
There set fonts for Menu, Toolbar, etc. to Raghindi font

You are getting 3 characters because in UTF-8 sequence each Indic Unicode
character is stored in 3 bytes. Read UTF-8 FAQ for more detail on UTF-8.
