This (à¤
+ à¥) is not possible since it clearly
violates the unicode standard. Unicode has strictly
denied use of such a combination when the independent
vowel ठis already encoded.

is already added in Unicode 5.1.0. So we need
not worry about it.

This depends on the preference of the user. The word
सà¤à¤¤ can also be written as सनà¥âत and
सनà¥âत (at least you need it to write an
essay on B. G. Tilak). Thus use of ZWJ/ZWNJ is up to
the user.
