This (अ + ौ) is not possible since it clearly
violates the unicode standard. Unicode has strictly
denied use of such a combination when the independent
vowel औ is already encoded.

With latest information from unicode, the vowel for
अॅ is already added in Unicode 5.1.0. So we need
not worry about it.

This depends on the preference of the user. The word
संत can also be written as सन्‍त and
सन्‌त (at least you need it to write an
essay on B. G. Tilak). Thus use of ZWJ/ZWNJ is up to
the user.
