I dont take that reason completely. 

1. The problem we are trying  to address here is some thing different 
   from what Indic sites tries to solves with Java. 
   (Java solution has some advantages in comparison with Javascript
solution)

2. Also may be Javascript wasnt as powerful as it is now, when these 
   Java solutions came up. And then people simply followed the Java.
   (Dont have much idea abt history of web technologies)
