development mailing list.  Maybe you would get an answer there.  I
remember seeing something about this.  Maybe at tdil web site:
http://tdil.mit.gov.in.

Also, my uncle has a phone where he can SMS in Gujarati.  Has anyone
see this?  What is the input method?
