After discussing these issues with one of my colleague here who knows telugu, I have come to know that VowelSignVocalicR (which is an exception in vowel signs) actually follows Ka. So I think actual reordering should be Sa Ka Halant VowelSignVocalicR I still don't understand why you are reordering VowelSignVocalicR before Ka and not after it. After reordering, position of the glyphs matches with their visual order. As you said, VowelSignVocalicR should be displayed after Ka and hence it should also be reordered like that.
