IMHO ICON has a very different focus and set of people attending.  That is
primarily a research conference having to do with Natural Language
Processing.  This is primarily a practical workshop having to do with core
practical technical and system-level issues.  It seems unwise to cloud our
focus with research and theory when that has led to lack of concreteness in
the past.
