I found the reason for the problem. I have taken a cable connection form a franchise of
ZeeNext. The DNS of ZeeNext is blocking a Govt of India web-site! I was really surprised to
know this. If they block some offensive web-site, it is understandable. I can't understand the
rationale behind blocking a Govt of India web-site by an Indian ISP. I had called up the
customer care of ZeeNext and also have sent email to them. So far they have neither taken any
action, nor contacted me back.
