Thanks for your response.  

Pango appears to be a little difficult to use for a 'standalone' 
tool.  I'll look at ICU again.

From the first glance though, neither of these two APIs allow 
you to actually access the GPOS and GSUB tables in an opentype 
font.

  The indic part of Pango is port from ICU.
