Image Tools 1.3.0-alpha1 released

This is the first public release for testing of version 1.3.0.
Due to no reported bugs from 1.2.0-alpha1 and the implementation of
anticipated new features such as annotation color, font style and height
choices, we are jumping to a new testing release.

This release added:
+ Multi-line text placement
+ Options menu.
+ Font style options for Serif and Sans Serif.
+ Annotation color options for Blue and Red.
+ Combo boxes for font style and size in the text dialog box.
