You're correct. This would be essentially re-inventing the wheel for POP3. But why you ask? Because some ISPs don't support IMAP. POP3 is a widely accepted protocol (yes, as is IMAP), so widely that most hosting companies only advertise POP accounts. I haven't seen a hosting company advertise IMAP (I'm sure they're out there, I just haven't seen them). So essentially, I'd like to homebrew folder support for POP3, because thats the protocol I use for most all of my mail.
