#609 Windows x64 build

Why is there only a x86 build for Windows instead of x64? I know that x86 version can run in both systems, but being now x64 the predominant architecture, it seems that it’s time to at least offer both builds. Thanks.

    Because I read https://cygwin.com/faq.html#faq.programming.64bitporting
    and decided I didn't know enough to even think about doing an x64 build.

    Thanks for your reply. I’ve just found some x64 builds of older versions at Github:
    https://github.com/ssrlive/privoxy/releases
    Perhaps that’s a start point. I’ve contacted the developer but it seems that he doesn’t want to keep doing this for new versions.
