#937 Privoxy 3.0.33 fails to start

Version 3.0.33 (stable) is unable to be started under Windows XP SP3

starting the executable results in a popup-message:
privoxy.exe
Anwendung mit STRG+C beendet: Die Anwendung wurde mit STRG+C unterbrochen.
-> "Application closed with CTRL+C"

Seems to be an issue with CPU Extensions? e.g. SSE2 not supported
Version 3.0.32 works fine.

Windows XP support ended in 2014 and Cygwin dropped support for XP at
the end of 2015

Cygwin is used to build privoxy, so maybe it's possible to find a
version of cygwin from 2015 and use that to build Privoxy??

Personally, I think you'd be better off installing something like
Linux Mint on your XP machine and be running up-to-date supported
software, but up to you..
