#2 mode +L channel link

I think mode +L to link channels would be a good idea.
the mode would be set as /mode #channel +L #Channel-
to-link-to. If the channel limit (+l) is reached on
#channel, anyone that tried to join would be sent to
#Channel-to-link-to instead.

IRCX modes +d and +e do this already. +e signifies the
channel is a clone, and +d allows the channel to be cloned.
When the channel limit is reached, it automatically creates
and joins a new channel with the original channel's base
name (example: #Channel) and adds a number to the end
(example: #Channel1). While the feature is similar, it's not
exactly the same. If you can think of some more valid
reasons for a +L mode (i.e. those that aren't already
provided by the IRCX modes +d and +e), I'll consider adding
it. Right now, given that I'm going to have a heck of a time
making clone/cloneable/auditorium properly work, the chances
look pretty slim. Of course, if you want this in and I don't
accept it, you could always make a patch, and I'd probably
add it.

P.S. +d and +e aren't supported yet.

I've decided to accept this, but it's currently at the
bottom of the to-do list. It's a good idea, but not good
enough to warrant it being more important than core things.
This feature will also have to wait for the new security
infrastructure to be done.

As a workaround, you can use +d (to mark the room cloneable)
when the next version of ignitionServer comes out.
