Virtually at random IGN fails to prevent commands from
being echoed to IRC.

Might not be fully true. The bot doesn't prevent all
<syntax><anything> from being echoed, but only known
<syntax><command> entries.

We could use confirmation if the bot does fail to remove
<syntax><command> entries and it's not just a case of
mistyped commands being echoed.
