Hi Pavel,
First, thanks for this great tool!
I think there is a problem with time activated control. In my case the server has the "operTm" attribute in the "Oper" structure. But IEDExplorer (0.79d) using "Send Command (Structure)" doesn't send this attribute and the server rejects the command because the "Oper" structure sent does not match the expected one. It doesn't seem to change anything if I check the "Activate" checkbox for Time Activated Control. In both cases IEDExplorer sends a structure with 6 elements and operTm is missing. I would expect a structure with 7 elements here.

Hi Michael,
unfortunatelly I have got no time for updating/debugging/improving anything into IED Explorer for now. I will try to look at it as soon as possible, but it may take time.
The best way, if you lack something, is to improve it for yourself and send me a patch.
