I downloaded the libshout 2.4.1 and tried the configure as documented, and here is what I get.

nick@mylinux:~/libshout-idjc-2.4.1$ ./configure CFLAGS="-O2" --prefix=/usr
configure: error: cannot find install-sh, install.sh, or shtool in "." "./.." "./../.."
nick@mylinux:~/libshout-idjc-2.4.1$
