#44 using caller buffer into ID3_GetString()

to reduce the memory overhead (new/delete), two
parameters for using the buffer allocated from the caller
(instead of creating new data for each tag content
retrieving) have been added to the ID3_Get...() functions
the second parameter (cbBuffer) must be the sizeof() of
the first parameters (pBuffer)
