#39 C wrapper support for ID3_Tag::Render(uchar*,ID3_TagType)

I need to use ID3_Tag::Render(uchar*,ID3_TagType) and
want to use runtime dynamic linking in Windows.
The problem is that I cannot use the C++ interface when
I use runtime linking so I added the function to the C
wrapper.
It would be nice if you could include this in the next
release.
