#10 id3lib com interface

I recently downloading the latest version lid3lib. I plan to
make C# wrapper for the library, and an tag editor. It
requires a COM compatabile DLL file. I am going to start
using the 3.7.2 version that was included in the source,
that I compiled. It would nice if a COM version was
maintained along with the version updates to id3lib.

I know the original com project was split off, but that
page now says it has been reabsorbed.
