Big5 - HKSCS <-> Unicode and Unicode <-> IBM TC - HKSCS

I would like to have a character set with the HKSCS extension to the Big 5
characters set.  I need to be able to convert this back and forth to
Unicode.  On top of this I need to add on the HKSCS symbols to the IBM
traditional Chinese character sets.  So basically, I need to be able to
convert to any of the three freely.

 

1)       First, do you have a character set that defines Big5 - HKSCS to
Unicode?  I have found and tried the Big5 to Unicode and the reverse.  No
problem.  Works great.  I just need to have the capability to add the HKSCS
information to the files.

 

2)       What are the steps to adding on to the existing character sets or
adding new character sets to the package?  

 

3)       Can this be done with the straight ICU4J package?
