unicode/utf.h needs to include unicode/urename.h

Or alternatively unicode/umachine.h could include unicode/urename.h and then
utypes.h wouldn't have to. In any case, something must be done (I'd favor
the second option, including urename.h in umachine.h) or people that write
code that just include utf*.h cannot link (utf8 macros supporting functions
not found, for example).

I'll do the second option on a new jitterbug, and you can revert it if
needed.
