Joseph, you would not get all that much out of subscribing to the icu-charsets list because we use it only as a distributor for several team members to field questions. As the mailing list page (http://oss.software.ibm.com/icu/archives/) says: "This is not meant as a discussion forum but only as a forwarding point for ICU team members who respond to questions." You are welcome to search the archives, though, or Google-search the entire server, if you are looking for something. Especially, there are no general announcements about changes of IBM conversion tables or DB2's use of them on this "list", and a lot of charset questions arrive on the other mailing lists, too.
