I don't have any experience with cross-compiling; I think we have some
information in the readme + User Guide, and you should also check the
mailing list archive.

About threading, the ICU 50 download page says "Thread safety support
cannot be removed (see the
Readme<http://www.icu-project.org/repos/icu/icu/tags/release-50-1/readme.html#News>
)"
which links to

Note that these days single-threaded platforms are unusual, and
thread-safety support does not cost much performance.
