This is the same as in http://bugs.icu-project.org/trac/ticket/9693 which also contains a link to a Microsoft compiler bug report<https://connect.microsoft.com/VisualStudio/feedback/details/768624/broken-optimization-in-string-processing> . I think it would help if you added a comment to that Microsoft bug, saying that you can reproduce it as well, and with which exact compiler version & options.
