Thanks for the report. This is the same as in
http://bugs.icu-project.org/trac/ticket/9693
which also contains a link to a Microsoft compiler bug

.

I think it would help if you added a comment to that Microsoft bug, saying
that you can reproduce it as well, and with which exact compiler version &
options.

I just wonder why this didn't show up in earlier testing?
