[icu-design] ICU4J 4.2.1.1 is now available

Dear friends and users of ICU,

ICU project is contributing the ICU4J plug-ins to the Eclipse project.
For Eclipse 3.6 release, we decided to merge several bug fixes done
for ICU4J 4.4 back to ICU4J 4.2 code base.

The equivalent version is published as ICU4J 4.2.1.1 for regular ICU4J
users.  You can download the update from the ICU 4.2 download page:

The list of bug fixes merged into this release is available in the
download page above.

This is Java only update and we have no plan for ICU4C 4.2 maintenance
updates for now.
