This is what I do to succesfully add a new converter Add the line glibc-EUC_JP_MS-2.3.3 EUC_JP_MS to the end of icu/source/data/mappings/convrtrs.txt Copy glibc-EUC_JP_MS-2.3.3.ucm, ucmlocal.mk to icu/source/data/mappings/ Then just configure and build as normal.
