[icu-support] cnv_open failure under HP/UX B.11.11 - for cp1252 and windows-1252

windows-1252 and cp1252 are failing with an error code of 4 which appears 
to be U_FILE_ACCESS_ERROR.

UTF-8 works fine.

I was wondering what we might be doing wrong. Could it be a problem with 
our build?
