Adding he-IL folder in iCopy folder, doesn't show Hebrew in Settings\Options\General\Language combo.
Reinstalling 1.6.1.22 version, didn't solve the problem.
I'm sorry, but I can't reproduce your problem in my system. I downloaded iCopy 1.6.1 zip file, extracted it to a folder, copied the content of he-IL.zip into the folder and I can see Hebrew among the available languages.
