[Iamb-dev-internal] iamb-dev and modperl

i had mentioned to you, rich, that i was going to look at rewriting the
current iamb functionality as a series of modperl handlers just for the
fun of it and because i'm bored.  is the cvs rearrangement of the dev tree
an indication that you like this idea? :)  

basically, i'm asking what the frell is going on in the dev tree and what
direction you are apparently gunning for in this rearrangement.
