Commit [r2407] Maximize Restore History

To combat premature carrier loss leading to MCF instead of RTN on short/partial pages,

We start a timer and measure the time it takes to receive PPM. If longer
longer than 5 seconds, and if we did not see RTC, then we assume that premature
carrier loss occurred and set pageGood to false.
